Kouga Municipality mayor Booi Koerat says he will respond within 14 days to the grievances of residents contained in several memoranda presented to the municipality today.
Hundreds of residents from St Francis Bay, Oyster Bay and Jeffreys Bay, marched to the municipal offices on Wednesday demanding better service delivery.
Residents arrived at the municipal gates to find them locked but after some time Koerat appeared to receive the memoranda from residents associations.
Speaking to the media afterwards, Koerat said if all the residents who owed the municipality more than R100m paid up, their financial woes will all but be resolved.
"I think what is important (is) the issues that are raising are daily issues. I think it is issues which are being raised by affluent people who (don't) know or (don't) want to understand what is going on in this municipality," he said.
"They have to just go back to their own payments (of) this municipality. I will give a full report next week in terms of the debt which is owed by each and every ward in this municipality," Koerat added.
Meanwhile, residents of St Francis Bay, Sea Vista and Cape St Francis, say they are totally dissatisfied with the way that Kouga Local Municipality is handling the affairs of their region.
"There is a breakdown of our infrastructure and the 2012/13 budget is thoroughly flawed. We also believe Kouga Local Municipality is incapable of fulfilling its obligations as the August 2012 financial report indicates that KLM is bankrupt," they said in a memorandum to Koerat.
The allege further that "senior management of KLM is pervaded by a culture of arrogance (towards stakeholders), lack of transparency and unwillingness to face the reality of the Municipality's critical financial position."
The resident say "this culture not only flies in the face of government policy, but contravenes our constitutional rights. It is completely unacceptable."
They're demanding an efficient, effective and transparent local public administration that conforms with both constitutional principles and statute of law.
The ANC Youth League in the Kouga Municipality has accused the Democratic Alliance of hijacking today's march by ratepayers associations to level attacks on the ANC-led municipality.
In a statement this afternoon the Kouga Youth League alleges that it has minutes confirming that a DA councillor had pledged to take the ratepayers association under his wing.
Spokesperson, Malibongwe Dayimani, says they're calling on the ratepayers associations to encourage their members to pay municipal services if they are committed to service delivery.
