The Nelson Mandela Chamber of Business says it is concerned about the property rates and service charge increase, saying these will be imposed on an already constrained consumer base.
In its submission on the Municipality's 2013/14 budget, the Chamber said innovative revenue streams will have to be considered in the light of a stagnated revenue base that is required to sustain the running of the city.
It warns that electricity tariff increases in excess of 5% are a threat to the continued operation of business in the Metro.
The Council has already approved an average seven percent tariff hike for the 2013/2014 financial year.
