Higher education director-general Gwebs Qonde says the embattled Walter Sisulu University remains technically and commercially bankrupt.
At a media briefing on Thursday, Qonde said negotions had resumed with university staff, and for the university to break even, it could only afford to pay staff a 4.25% salary increase.
The dispute follows labour problems at the university that have led to the shut down of its 4 campuses.
Higher education spokesperson, Kefilwe Makhanya says "The demands been made on the institution by the union, will reverse the gains been made over the last year particularly. The director general appealed to all stakeholders at the university to understand the gravity of the financial problems that are faced and not to threaten the long term viability of the institution."
