EC spends 100% of provincial Road Maintenance grant


 The Eastern Cape was one of only four provinces together with KwaZulu-Natal, Mpumalanga and Northern Cape to spend 100% of its Provincial Road Maintenance Grant in the 2012/13 financial year.

The Eastern Cape Department of Roads and Public Works received just less than R1.37 billion as a conditional grant for this purpose.

The National Council of Province’s Appropriations Committee says in a report that National Treasury had expressed concern about “inadequate project management and poor construction supervision” that had resulted in “concerns over the quality of works in the Eastern Cape”.

With regard to provinces generally, National Treasury said that poor technical capacity for planning and project management of some provincial roads departments as well as leadership instability had affected expenditure.
