The South African Institute of Race Relations says the Auditor General's report for the 2010/2011 financial year shows that Eastern Cape's performance had deteriorated from the previous year.
Researcher, Georgina Alexander, says the AG had conducted 1,103 investigations into fraud or 'other financial misconduct' and 250 of these investigations were conducted in the Eastern Cape.
She says of the R16.79bn identified as irregular expenditure, the Eastern Cape was responsible for R4.5bn, or 26.8% of the total.
Yesterday, Dispatch Online reported that Buffalo City received an adverse audit opinion after it could not account properly for a staggering R1.4bn in expenditure.
