Two men, aged 32 and 34, are expected to appear in court in Butterworth on Monday on charges of fraud.
They were arrested in Johannesburg last week by members of the Mthatha Commercial Crime Unit.
Its alleged that the pair, who ran a company known as Uphill General Consultant, had fleeced dozens of people out of large sums of money.
Police captain Jackson Manatha says the investment scheme is believed to have started in 2007 with complaints emerging last year.
Manatha says victims of the scam include pensioners, civil servants and business people across the country.
