The Buffalo City Metro says it is owed over R20m in traffic fines.
BCMM Traffic services head Berny Martin says from the 45 000 cases, the highest amount owed by a single person, is R38 900.
Martin says the execution of warrants of arrest has been intensified.
The metro has also introduced a licence plate recognition system which identifies vehicles with outstanding warrants.
Traffic services have issued a stern warning to motorists to settle their outstanding traffic fines and warrants as soon as possible to avoid prosecution.
