The Buffalo City Municipality will implement strict water restrictions from the 1st of November.
Municipal Spokesperson Samkelo Ngwenya says the metro will also impose heavy fines to ratepayers who don't abide by the water restrictions.
He says the dams supplying the Metro are less than half full showing a significant drop compared to the same time last year.
Ngwenya says under the new restrictions residents would have to see permission to fill or empty their swimming pools and car washes will also be restricted.
Lawns, for example, would only be allowed to be watered at certain times in the day.
The Metro is hoping to reduce water usage by 25% to avoid day zero.
The main dam which supplies East London and Mdantsane, the Briddledrift Dam is at 41.8% full whilst the Rooikrantz Dam which supplies King Williams Town is at 39.1%.
