Correctional Services Minister Sibusiso Ndebele says a new juvenile prison for Port Elizabeth that will house 500 inmates is currently in the feasibility stage.
Replying to a written question in Parliament, Ndebele said the facility was one of five new prisons under consideration in the Eastern Cape.
The others are in East London, Queenstown, Mount Ayliff and Engcobo.
Ndebele said the initial plan to construct the facilities through a public-private partnership has been scrapped because of the unjustifiably high costs involved.
The estimated cost of 18 new facilities country-wide is put at between R6.6 and R8.4b.
