Actress Tika Sumpter was rather upset that her mom got arrested over a library book that was overdue with a fine of $10. She took to Twitter saying:
Make sure you turn in your library books North Carolina! My mom was just arrested for having a late fee of 10 dollars on an overdue book!
It seems that North Carolina is not the only state with the law of warranting an arrest for library books with fines. Texas, among others, implemented a state law which sees an unreturned book as theft. This results to charges up to $100 per offense.

Tika later tweeted her mom was safe and that the police ( much like everyone else) thought the arrest was ridiculous.
