Public Works Minister, Thulas Nxesi, says president Jacob Zuma, did not ask for the security upgrades at his Nkandla residence.
This was one of the findings of an inter-ministerial task team which investigated government expenditure on Nkandla.
Public Works Minister, Thulas Nxesi, said on Thursday that the security risk assessment of Nkandla was carried out by the SA Police Service and the Department of Defence as per their mandate.
He also said that no state funds were used to build the president's private residence and that these allegations were unfounded.
Nxesi also gave a lengthy explanation about the presence of non-security features at Nkandla which were either moved or upgraded as part of the security assessment.
He said as Public Works Minister he takes full responsibility for the project while his colleagues in the Justice Cluster also take responsibility for the security risk assessment.
Nxesi said the actual security costs approximately R71-million while a further R135 million was spent on operational needs and basic facilities and services needed to support the security upgrades for the police and defence personnel.
