Public service trade unions have given the government until Wednesday to improve its wage offer for public servants.
The parties are currently deadlocked after both Cosatu unions and the Independent Labour Caucus rejected government's revised wage offer of 6.5%.
The unions are seeking an eight percent across the board increase, an improved housing allowance and a single-year agreement.
Cosatu's Nkosana Dolopi says they cannot negotiate forever, after talks in the Public Service Bargaining Council started in February.
