Thuli Madonsela says massive maladministration is rife

Public Protector Thuli Madonsela says there is massive maladministration in South Africa because of unethical leadership.

Addressing delegates at the "Tomorrow's Leaders Convention" in Johannesburg this morning, Madonsela said without an ethical society, the country cannot expect ethical leadership in government.

Madonsela used examples such as state tender procedures and the allegations of corruption within the auction industry.
