Madonsela "releases" long-awaited Nkandla report

Public Protector, Thuli Madonsela, has released her long-awaited report into government spending on president Jacob Zuma's private residence at Nkandla.

Her office said that the report was released on Friday 'to organs of state within the security cluster" for them to make comments on security concerns they might have.

Madonsela conducted an investigation into allegations of impropriety and unethical conduct relating to the installation and implementation of security measures by the Department of Public Works at Nkandla.

These were said to cost more than R200m.

"Organs of state within the cluster made a special request to have access to the report before it is shared with the rest of the parties, with a view to commenting on whether or not it compromises the security of the president," said Oupa Segalwe, Madonsela's spokesperson.

'The return date for comments by the said organs of state has been set for Wednesday, November 06, 2013. The rest of the parties, including respondents and complainants, will then get the report as soon as possible thereafter."

Segalwe says "complainants and some of the respondents will only be invited to view the report at the Public Protector's offices, in the presence of members of the investigation team due to security reasons. This will either take place in Pretoria or Cape Town."

He says the Public Protector would like to reiterate the point that, like all other provisional reports issued by her office, the report is confidential.

'She will only be in a position to release the report to the public after having received comments from all parties, considered them and, to an extent possible, integrated them into the report," he added.
