Public Service and Administration Minister, Lindiwe Sisulu says government will establish its own government school in order to improve skills, ethics and professionalism in the public sector,
She says the school will be established before the end of October this year.
Sisulu told the Tshwane branch of the Black Management Forum that government existed to meet the basic needs of people.
She said regardless of a person's political orientation, religious background, rank or seniority, all public servants will attend the school.
An office of standards of compliance has been established with the department to promote a high standard of professional ethics and compliance to norms and standards across the public service.
Meanwhile Sisulu says she believes the ANC made a wrong move when they came into power, in making society believe they are now entitled to anything.
She says the ruling party has created this culture of entitlement, which has caused the society to become a dependent one.
"I personally believe that we came into government and made an unfortunate false step in saying to society that you are entitled to this. We have created a culture of entitlement it has further been segmented by our constitution which instead of bringing their responsibilities they bring their rights. If you read the constitution carefully you will see that those rights are balanced by responsibilities," Sisulu said
