Gauteng premier David Makhura says the dragging of a four-year-old boy for 8 kilometers outside a hijacked car in Boksburg at the weekend was a heartless act.
He had visited the boy's family in Reiger Park, Boksburg where the hijacking took place on Saturday evening.
Makura said investigations into the boy's death would be stepped up.
Taegrin Morris was travelling in a Citi Golf with his mother, father and sister in Reiger Park when the family was approached by three men.
The suspects allegedly sped off while his mother was trying to unfasten his seat belt.
She pleaded with the hijackers to stop, so she could save the boy, but they apparently refused.
Taegrin was dragged next to the vehicle.
The abandoned car was later discovered several kilometres away in Boksburg, with the dead boy still tied to the seatbelt.
Gauteng police earlier said they were questioning a man who they hoped would help them with their investigation.
