The former Chief Executive Officer (CEO) at the National Health Laboratory Services (NHLS) has appeared in court for alleged tender corruption dating back to 2016.
Captain Lloyd Ramovha says 66-year-old Joyce Mogale handed herself over to the Hawks in Germiston on Monday and was subsequently charged with fraud and contravention of the Public Finance Management Act.
He says Mogale had signed a contract with Blue Future Internet and Surveillance (PTY) Ltd for the provision, maintenance and support of end-user computer hardware for a period of three years.
Captain Ramovha says the adjusted contract allegedly stipulated that the amount involved was not to exceed R83 million whereas the letter of acceptance of the offer made it clear that the value of the contract was only above R25 million.
He says the NHLS paid the supplier an amount of R113 million which exceeded the value of the contract by just over R87 million.
Mogale therefore allegedly made false representations to the board of directors at NHLS.
She appeared briefly in the Palm Ridge Specialised Commercial Crimes Court on Monday and was released on bail of R20 000.
The matter was postponed to the 17th of September when she will appear with her co-accused who are also out on bail.
