The Department of Correctional Services has come under fire for spending R31-million on new yellow uniforms for remand and awaiting trial prisoners.
The department says these new uniforms, which will be made by inmates from fabric supplied by a private company, will differentiate awaiting trial prisoners from convicted prisoners who wear orange uniforms.
But, the National Institute for Crime Prevention and Reintegration of Offenders, Nicro, says clothing should not be a priority.
Nicro's Jaques Sibomana says this money could be better spent.
"The Department should rather look at some of the projects that Nicro proposed to them in terms of how can we assist the communities in the long run. How can we assist communities so that less crimes are being committed? We need programs that are on a level that will educate people and change their mindsets when it comes to crime" he said.
