Chairperson Landiwe Mahlangu has re-iterated that only his board can take a final decision on the matter.
On Tuesday, Cooperative Governance Minister Richard Baloyi visited strife-torn Zamdela township in Sasolburg, where residents have been protesting against the proposed merger.
Mahlangu says he understands minister Baloyi to have called for a " temporary" halt of the process until certain matters have been resolved.
Meanwhile the death toll after the protests in Sasolburg has risen to four.
