Controversial AARTO Bill signed into law


The National Department of Transport says President Cyril Ramaphosa has signed the so-called AARTO Bill into law.

Department spokesperson, Ayanda Allie Paine, confirmed this to Algoa FM News on Friday afternoon.

The Administrative Adjudication of Road Traffic Offences Act introduces a demerit system that is expected to fundamentally change the way South Africans drive.

The main feature of this aspect of the law is that depending on the severity of the traffic offence, 1 - 6 points are allocated for offences.

But, if an infringing motorist reaches more than 12 points, it will result in the disqualification of the driving licence and three suspensions will result in its cancellation.



Meanwhile: the Organization Undoing Tax Abuse (OUTA) says it plans to mount a legal and constitutional challenge to the new Bill.

Rudie Heyneke, OUTA portfolio manager on transport, says the final version of the law does not take into consideration its concerns, saying that pilot projects in Tshwane and Johannesburg using this system over the past decade failed.
