Rights group Afriforum says the Broad-Based Black Economic Empowerment Act Amendment Bill is a step in the wrong direction.
Deputy director Ernst Roets says their lawyers are studying the proposed amendments and will submit comments shortly.
The bill was recently published in the Government Gazette for public comment.
