Mother Shaves Daughter's Hair After Bullying A Classmate With Cancer

The footage went viral on social media with the caption: "This girl bullied another girl at her school who has cancer so her mom decided to shave her head." I don't really understand what they are saying in the video, but we definitely can see a woman (said to be her mom), shaving off her daughter's hair.
