Around 70 farm workers were injured, when a bus rolled down an embankment on a gravel road between Addo and Colchester on Monday morning.
Relay EMS's Richard Moody says the road is used primarily by farmers and local community members.
He said it would take up to four hours to clear the scene.
Moody says 43 patients were admitted to hospitals in Port Elizabeth and 30 other patients to Kirkwood and surrounding facilities.
