Municipal workers in Sterkstroom in the Eastern Cape have downed tools over a long-standing pay dispute with the Inkwanca Municipality.
Hermish Matyalana, the spokesperson for the SA Municipal Workers Union, says there has been no progress in their dispute over the non-payment of 118 workers.
He says they have not been paid for the past 11 months.
Matyalana says the town has basically ground to a halt with workers barricading streets and shops closed.
Two people have been arrested on charges of public violence.
Matyalana says they are trying to secure the release of the two workers.
