The Championship was immediately called off with Fanning and fellow Australian Julian Wilson awarded equal second place.
Kouga Municipality spokesperson Laura-Leigh Randall says their law enforcement officers are currently patrolling the town's beaches and urging everyone to stay out of the water.
Randall says a call is expected to be made later on Monday afternoon as to win the swimming and surfing ban will be lifted.
