The body of an unknown man was discovered under a bridge in Baakens Valley, near the Tramways Building in Gqeberha on Friday morning.
The body was discovered in shallow water at around 07:15 by Humewood detectives.
Police spokesperson, Captain Andre Beetge says the man's hands and feet were tied with electrical wire.
He was dressed in black jeans, a black short-sleeve Guess t-shirt, a brown jacket, and black and white sneakers.
The sneakers bears the name "Fend".
According to Beetge, the man also has a cross tattoo on his arm.

A murder docket has been opened for investigation.
