At least 9 000 complaints had been filed against short-term insurers last year.
The industry's ombudsman, Dennis Jooste says this represented a rise of 1.7% from 2011.
He says most of the complaints received, involved motor, householders' and house owners' claims - a pattern experienced over many years.
Jooste says motor claims made up nearly half of the claims, and the industry experienced a difficult year with reported losses of nearly R2 billion.
