Second Hand Goods Act launched

Police Minister Nathi Mthethwa will officially launch the Second Hand Goods Act on Monday.

The Act, which replaces the Second Hand Goods Act of 1955, covers a wide range of activities from the traditional corner pawn shop to large metal recyclers.

Mthetwa said earlier that the Act specifically provides for compliance monitoring to be done by industry associations and also addresses cable theft and the effect it has on infrastructure in South Africa.

The Act further requires all dealers in second-hand goods to report all suspicious transactions to the police, where the seller attempts to provide false particulars or where the goods are suspected to have been stolen or tampered with.

Mthetwa says its hoped the legislation will assist in combating both copper and property crimes.
