Public sector wage talks are on hold while Cosatu unions seek a mandate on the government's latest offer.
The Department of Public Service and Administration says Cosatu has asked for two weeks to consult members.
Ministerial spokesperson, Ndivhuwo Mabaya, says government has upped its latest offer to a general salary increase of 6.7%, from 6.5% for the 2012/2013 financial year.
Meanwhile, the Independent Labour Caucus, says while there had been some progress, it was still not satisfied with government's latest offer.
ILC spokesperson, Chris Kloppers, says they had lowered their demand from 8 to 7.5%.
