Public Protector, Thuli Madonsela, says it was not in the public interest to leak her letter to President Jacob Zuma to the media.
Addressing a media briefing this afternoon, Madonsela said both the leaking and the publication of the letter were improper.
She said this added to the climate of mistrust.
Madonsela reportedly wrote to Zuma last week cautioning that he was second-guessing her recommendations that he repay part of the money spent on non-security features at his homestead at Nkandla.
These included a swimming pool, cattle kraal, amphitheatre, and a visitors' centre.
Madonsela has come in for severe criticism from the ANC following publication of her leaked letter.
