President Jacob Zuma has referred the controversial Protection of State Information Bill back to the National Assembly.
Hosting a lunch for members of the parliamentary Press Gallery Association on Thursday, Zuma said he did not think the bill would pass constitutional muster.
He said he therefore sent it back to the Assembly for consideration.
Murray Hunter of the Right2Know Campaign says this puts the onus on parliament to begin fixing the Bill and addressing wide-ranging concerns.
"What we have seen in the past is that there has been a quick-fix approach to this piece of legislation and it has led to all kinds of problems that had forced the President to send it back. We don't want a situation where the Bill is sent back and then Parliament rushes to tinker with it and make a few amendments when there are really big problems that have been raised" he said.
