Police in Durban pounced on a block of flats in Greyville on Monday where they uncovered a clandestine Home Affairs office used to facilitate illegal marriages and spousal visas.
Police Spokesperson Colonel Robert Netshiunda says the suspects would get hold of the identity documents of South African women and marry them to strangers, especially undocumented foreign nationals.
He says this would be done for the so-called fake husbands to get South African citizenship.
A preliminary investigation thus far identified a Home Affairs official who has been working in cahoots with the suspects.
Colonel Netshiunda says several application forms, copies of IDs and electronic devices were seized by officers attached to Crime Intelligence.
He says three suspects, one a woman were arrested and will appear in court on Wednesday.
The men will be charged with fraud while the woman will face a charge of defeating the end of justice after she attempted to conceal evidence by tearing up documents and throwing them in a bin.
Police did not rule out more arrests as the investigation unfolds.
