Numsa says President Jacob Zuma and Cabinet ministers who defended spending on security upgrades at his Nkandla homestead should resign.
NUMSA secretary general Irvin Jim was briefing reporters in Johannesburg on Thursday about a four-day meeting of the union's central committee.
He said the R246 million upgrade to Zuma's private Nkandla homestead in KwaZulu-Natal was nothing more than the ruling elite spending a huge amount of public money on a private residence for one man and his family.
Numsa's deputy general secretary Karl Cloete added that the union was exploring the formation of a new labour federation.
Jim said the union had resolved to form a political party for workers.
He said for now, the party would be referred to as the United Front, and its name finalised next year.
