She is the second woman arrested after X-rays revealed that they had ingested these so-called bullets.
National Police Spokesperson Brigadier Athlenda Mathe says this is more than the average drug bullets that mules carry when intercepted at customs.
She urged people not to go to such extreme lengths to risk their lives as it can be fatal.
The 21-year-old woman will appear in the Kempton Park Magistrates Court on Tuesday.
