The Pilgrims Rest business group has been served with eviction notices, set to be put into effect at the end of July.
The owners lease their properties from the Mpumalanga public works department.
The group's lawyer told the court on Wednesday that there were irregularities in the way tendering for the new leases was carried out by the Mpumalanga government.
