The National Planning Commission says the successful implementation of the National Health Insurance could take up to 25 years.
Building an NHI system is among the objectives contained in the revised National Development Plan.
The revised 20-year plan says healthcare reforms will demand significant resources, and take time and will require strong co-operation between the public and private sector.
The document also sets out minimum norms and standards for staffing hospitals and clinics as well as minimum qualifications for hospital managers.
