Western Cape police are monitoring Grabouw where a school protest degenerated into racial clashes between black and coloured residents.
According to reports on Tuesday coloured residents of Pineview and black residents of Siteview were guarding their respective schools overnight following clashes on Monday.
Police had to form a human shield to prevent the groups from entering each other's territories.
Twenty-one people are expected to appear in court on Tuesday on charges of public violence.
Western Cape Education Minister, Donald Grant, has condemned the violence blaming it on the Elgin Grabouw Civic Organisation.
"Their actions this morning and over the past week have exposed the organization for what they really are - an organization protecting and promoting their own personal political interests above that of the children and the community of Grabouw," he said in a statement.
"What we have here is a case of political motives and agendas, attempting to make Grabouw ungovernable, so that personal interests can be served ahead of the upcoming by-elections," he said.
