At least 18 people died in a horror accident on the N3 at Van Reenen's pass in Kwazulu Natal on Monday night.
Thirteen adults and five children perished in the wet-weather accident that involved a truck, a minibus and a light motor vehicle.
The KZN Transport and Human Settlements Department said a baby had survived but was admitted to hospital with serious injuries.
The child is said to be the sole survivor of the accident.
Spokesperson Ndabazinhle Sibiya said on Tuesday morning that both lanes on the N3 were open to traffic following the horrific accident.
He said the MEC, Siboniso Duma, had sent a message of condolence to the families of all the victims.
Sibiya said Duma also ordered an investigation to establish the cause of the crash.
He noted that KZN was experiencing many accidents due to heavy rainfall.
