Transport Minister Dipuo Peters says the e-tolling of Gauteng's highways will begin on the 3rd of December.
She told reporters in Johannesburg that those without tags would pay double the amount, and would not benefit from various discounts.
Peters said systems were in place to ensure the system functioned, and that the SA National Roads Agency Limited was capable of this responsibility.
Sanral CEO Nazir Alli said a debt collection process had been started, and motorists would receive a bill after seven days.
If they ignored repeated reminders to pay, they would get a summons.
He said government-owned vehicles were not exempted from e-tolling.
Earlier this week in Parliament - Minister Peters said Sanral had over 1.4 million unsold e-tags.
She said 679 000 e-tags had been sold.
