Suspended ANC veterans league member, Carl Niehaus, made a brief appearance in the Estcourt Magistrate's Court on Wednesday.
Niehaus was arrested outside the Estcourt Correctional centre on the 8th of July for allegedly breaching the Disaster Management Act.
He was protesting outside the centre where former President Jacob Zuma is in custody for contempt of court and was planning to address supporters.
Niehaus was offered an opportunity to pay an admission of guilt fine of R3 000 which he refused to do as he is denying the charges laid against him.
A spokesperson for the National Prosecuting Authority (NPA) Natasha Kara says due to his decision not to pay the fine the matter was placed on the roll.
The matter was postponed to the 22nd of November for trial.
Any person who pays an admission of guilt fine will essentially have a criminal record.
