The ANC is accusing the City of Cape Town of using Apartheid style tactics in the run-up to the ruling party's 103rd anniversary celebrations.
The ANC held its birthday bash at Cape Town Stadium last week.
But the party says dealing with the DA led city council -- was a nightmare.
Spokesperson Zizi Kodwa says the conditions imposed on them by the city were to frustrate and ensure the rally didn't succeed.
He adds they'll be lodging a complaint with the Human Rights Commission.
"The city of Cape Town cannot operate outside the Constitution of South Africa, but secondly there have been allegations of instructions to metro police with pictures of the NECof the ANC that they must arrested even if they have not done anything. The goal was to embarrass them" he said.
But, the city's Zara Nicholson says the allegations are far from the truth.
"We have at all times conducted ourselves in a professional manner by speaking to legislation policy and stadium hiring contract we entered into. We welcome any investigation as we followed the correct process every step of the way" she said.
