The ANC in the Western Cape said that the murder of their local government councillor, Luyanda Mbele, in Cape Town, was a "hit".
Mbele was killed in an attack on Sunday night in which his cousin, who was not identified, was also killed.
ANC caucus leader in the City of Cape Town, Xolani Sotashe, said Mbele was a ward councillor for the Bloekombos area in Kraaifontein.
He said it is believed that the two had been followed before they were shot dead.
The motive for the double murder is not yet known.
