The Human Sciences Research Council says the ANC's policy of cadre deployment is adversely affecting public services.
Researcher, Modimo Kanyane, says one conclusion that seems to be common is that the ANC's deployment strategy systematically places loyalty ahead of merit and competence.
He said this is a serious obstacle to efficient public service.
However, Kanyane's colleague, Gregory Houston, says its unfair to place all the blame for incompetent public servants on the ANC.
He says the ruling party has acknowledged flaws in the cadre policy, adding that not all people deployed by the ANC are incompetent.
