thank you for your assistance in attending to customer concerns on the DMB show on Alogoa FM.
I am battling since 2012 to get my IBT electricity tariffs reduced. You will see from the previous
e-mail correspondence that the matter was referred to Nersa which was approved but it is now
with the municipality to reduce the tariff.
It will be great if I can come and discuss the matter with you. All documentation is in my possession
to support the above. Please advise when you are available.

earlier today I was trying to make contact with you on your cell and landline but it appears as
if you do have a busy day. With reference to the previous e-mail correspondence – I am really
battling to get the matter resolved regarding the high penalty tariffs on the “inclining block tariffs”
on multiple dwelling units.
During Feb this year I have submitted my application and since then have not received the
final approval of a concessionary rate in averaging out the electricity consumption amongst
the number of dwelling units on my property to reduce the penalty tariff.
Hope you can assist me in getting the matter resolved.

It is a concern that the matter is referred back to Nersa for approval. You will recall, towards the end of 2012 the matter was
referred to Nersa and approval was given that consideration will be given regarding the “consumption to be measured
averaged out”
The referral to Nerso is just another way to delay the whole process. I want to come and see somebody to discuss the matter.
Please refer me to somebody who is in charge of this project to set a meeting with.

The current Nelson Mandela Bay Municipality's domestic electricity tariffs do not allow for any special dispensation for multiple customers fed from bulk supply. The Municipality is currently investigation the possibility of incorporating such a bulk or reseller domestic electricity tariff in our new 2013/2014 tariff applications to Nersa.

Thank you for your various e-mails in respect of above-mentioned matter.
Council , during a meeting held on 27 September 2012 approved the following resolution :-
(a) That consumers who are in a position where there is only one point of supply where consumption is measured and is consumed in multiple dwelling units, be allowed to apply for the consumption measured to be averaged out between the number of dwelling units served
(b) That pending NERSA approval of the above, the deviation only be allowed if:
(i) The owner of the property applies in writing for the deviation
(ii) The owner provides a sworn affidavit containing the number of dwelling units
served from the single point of measuring.
(iii) The owner provides a sworn affidavit that all the dwelling units are occupied on
a permanent basis and accepting that it is the owner's responsibility to notify
Council should any of the dwelling units become unoccupied for a period
exceeding 3 months.
(iv) Council reserves the right to verify the number of dwelling units and the
occupancy of the dwelling units at least once per annum
( v) Granny flats / backyard dwellers are explicitly excluded from this deviation.
Owners should install seperate prepayment meters if they require the
consumption of granny flats / backyard dwellers to be measured separately.
NERSA has informed the municipality that the deviation can be implemented.
