Agri Eastern Cape says it hopes the government will cut its expenses when the Minister of Finance, Enoch Godongwana, presents his medium-term budget in Parliament on Wednesday.
The president of the agricultural organization, Peter Cloete says civil servants in particular are paid hopelessly too much for the service they provide.
"The public service salary bill has got out of hand with above-inflation increases, and people doing work that they are not qualified to do", he said.
Cloete says unfortunately, what he thinks will happen, is that they are going to cut on things that have a direct impact on farmers, like bio-security and state veterinary services.
"As typical politicians, they will look after themselves before they look after the economy. I know there is a major crisis in the financial sector with a shortage of cash, but a lot of it is the government's own doing and at some point, they need to man up for it and make the cuts where they need to", he said.
Cloete says with an election coming up next year, he very much doubts if they will do what they should do.
